Analysis: Highlights of This Page

This is the first page of the numbered Schedules prepared by Pacifica to explain and expand upon the information provided on the pages of the IRS forms.

Pacifica indicates that it is registered in New Jersey and Virginia, two states where it does not own stations. This may be because Pacifica solicits (via its broadcasts, telephone calls, or other means) or receives donations from residents of those states.

Scheuld #1 shows that in 1995-1996, grants represented 20% of Pacifica's income; government grants (presumably Corporation for Public Broadcasting funds) were 17% of revenue. This represents a large chunk of the funds that run Pacifica and its stations, illustrating why the threat (manufactured, I believe) of losing CPB funding was such a powerful influence on Board members when they were corralled into making the Board self-selecting in February of 1999.

In Schedule 2A, I do not know what is meant by "cumulative effect on change accounting principle," which improved Pacifica's fund balance by $452,137.

Schedule 2 and Schedule 3 show some expenditure breakdowns by categories required by the IRS -- Program Services, General Administration, and Fundraising. Typically, most of these divisions are created by a mathematical formula representing the approximate amount of spending in each of those categories; it is generally unwieldy (and of little value) to attempt to break down every expense by these categories at the time the expense is recorded in the books.

It would be interesting to ask what is included under "consultants," the expense for which is assigned almost entirely to Program Services. The Share Group and Smith Company telemarketers were paid $162,137 in this year (Schedule A, Part II), which is more than the amount shown above under "consultants" and should appear as fundraising (not program) expenses, so apparently "consultants" refers to someone else.
